Why Schleswig-Holstein
One state, a capped licence count, and a 15-year term
German online gambling runs on a split competence. The Interstate Treaty on Gambling 2021 (Glücksspielstaatsvertrag 2021), in force since 1 July 2021, hands virtual slot machines, online poker, and sports betting to the Gemeinsame Glücksspielbehörde der Länder (GGL) in Halle, the joint gambling authority of the sixteen states. Online casino games with a bank holder (roulette, blackjack, baccarat, live-dealer tables) sit outside the GGL’s permit scope: under section 22c of the treaty, each Land decides for itself whether to run them as a state monopoly or open them to private licensees, with the licence count capped at the number of land-based casino concessions in that state.
Fifteen states chose the monopoly or chose nothing. Schleswig-Holstein, which had already run its own liberal licensing experiment under its 2011 state gambling act, went the other way. On 18 September 2024 its Ministry of the Interior granted Germany’s first private online casino-game licences to four operators (Tipico, BluBet, Cashpoint, and Skill On Net), each valid for fifteen years. That grant defined the asset class this page is about. The count is capped, the term is long, and no second state has followed yet.
Scope
What the permission covers, and where the GGL still applies
A Schleswig-Holstein online casino-game licence authorises bank-holder games offered over the internet: virtual table games and live-dealer formats. It does not cover virtual slots, online poker, or sports betting; those remain GGL permits, issued centrally and valid nationwide. Most operating groups that matter to an acquirer therefore hold a stack: GGL permits for the federal verticals, plus the state permission for casino games. Diligence has to read both layers, because the supervisory relationships, reporting duties, and renewal calendars differ.
The federal layer carries the treaty’s player-protection apparatus. Operators connect to LUGAS, the cross-operator activity file, and to OASIS, the national self-exclusion register, and a cross-provider deposit limit of EUR 1,000 per month applies to the GGL verticals by default. Permits under the treaty also require a security (Sicherheitsleistung) of at least EUR 5,000,000 under section 4d, scaling with expected turnover. Tax treatment splits the same way the competence does: virtual slots and online poker pay a federal duty of 5.3% on stakes, while casino games are taxed at state level on gross gaming revenue. Model the two regimes separately; blended-rate shortcuts misprice the casino vertical.
One observation that surprises most buyers: the GGL permit everyone chases is, in scarcity terms, the lesser asset. Federal permits are open to qualified applicants at any time. The Schleswig-Holstein casino-games permission exists in one state, in capped numbers, on a fifteen-year clock. If your thesis is German-regulated live casino, the scarce thing is the state permission, and the realistic route to it is acquiring a holder.

How do I get a gambling license in Germany as an acquirer?
There are two doors. GGL permits for sports betting, virtual slots, and online poker can be applied for directly, or obtained by acquiring an existing permit holder, which buys you the operating substance, the LUGAS/OASIS integrations, and the banking. The Schleswig-Holstein casino-games permission cannot simply be applied for at will: the licence count is capped and the 2024 grants are in private hands, so acquisition of a holder is the practical route. A change of ownership triggers the supervisors’ reliability review of the new shareholders before the deal completes.
Is there an online gambling license in Germany that covers casino table games?
Not at federal level. The GGL issues nationwide permits for virtual slots, online poker, and sports betting only. Online casino games with a bank holder are a state competence under section 22c of the 2021 treaty, and Schleswig-Holstein is so far the only state to have licensed private operators, in September 2024 for fifteen-year terms. Can a UK or Malta gaming licence operate in Germany?
No. A UK Gambling Commission or Malta MGA licence has no passporting effect into Germany; gambling sits outside the EU’s mutual-recognition machinery. An operator with a Malta licence who accepts German players without German permits is in the unlicensed market, with the enforcement and payment-blocking exposure that follows. Groups holding UK or Maltese licences enter the German market the same way everyone else does: through German permits, which for the casino vertical means a Schleswig-Holstein holder.
