A re-regulated market that pulled its players onshore

Spelinspektionen, the Swedish Gambling Authority, supervises the market under the Gambling Act (2018:1138), in force since 1 January 2019. The Act dismantled the old state-monopoly arrangement and replaced it with a licensing system built around one explicit policy goal: channel Swedish players into licensed, supervised play. Seven years in, that goal has substantially been met. Sweden is a mature regulated market with deep demand, high channelisation, and a regulator that enforces actively against unlicensed supply directed at Swedish customers.

Licensed operators pay gambling tax at 22% of gross gaming revenue, assessed monthly (the rate rose from 18% in July 2024). That is the headline fiscal number an acquisition model needs, and it is a predictable one. Sweden taxes GGR, not turnover, and applies the rate uniformly across the commercial online segment.

One structural change matters to anyone reading the market in 2026. Parliament has prohibited land-based casinos with effect from 1 January 2026, closing the state-run casino segment entirely. Commentary tends to frame this as Sweden shrinking its gambling market. For an online acquirer the reading is the opposite: the regulated market is now, in practical terms, an online casino and betting market, and the license class we broker is the one the entire segment runs on.

What a Swedish gambling license permits

The Gambling Act licenses commercial online gambling (online casino table games, slots and bingo) as a distinct category, with betting (online and land-based) licensed separately. Most acquisition targets of interest hold both, which gives the incoming owner a full sportsbook-plus-casino permission set from completion. A license runs for a fixed term of up to five years and is renewable on application.

The five-year ceiling deserves a second look, because buyers sometimes treat it as a defect in the asset. In practice the expiry works in the incumbent’s favour. Renewal of a compliant operator is an administrative exercise built on years of supervisory history, while a fresh application is a documentation project conducted in Swedish against reputation, solvency and technical-certification tests. What you are buying is less the paper than the operating record that makes renewal predictable.

Establishment requirements are EEA-shaped: a licensee not resident or established within the European Economic Area must appoint a physical representative resident in Sweden. There is no statutory minimum share capital for a gambling licensee; Spelinspektionen instead tests financial stability, source of funds, and the capacity to carry tax and player liabilities. Two operational obligations follow the license everywhere. Every operator must integrate Spelpaus, the national self-exclusion register, and honour it across all licensed brands. And since July 2023, gaming software must be sourced from suppliers holding their own gambling software permit, so diligence runs through the platform contract as well as the operating company.

Can we buy a company with a Sweden gambling license?

Yes. The license itself is not sold; the licensed company is. A share purchase leaves the Gambling Act (2018:1138) license in place while ownership changes above it. Anyone crossing the 10% qualified-owner threshold is assessed by Spelinspektionen for suitability, so the transaction is structured around that filing. This is the standard route into the Swedish market and the only one that does not start with a fresh application.

Does a Sweden online casino license also cover betting?

Not automatically. Commercial online gambling (casino games, slots, bingo) and betting are separate license categories under the Act. Many operators hold both, and dual-licensed companies are the most sought-after targets because the acquirer lands a complete sportsbook-and-casino permission set at completion. Yes, under license. Sweden re-regulated on 1 January 2019, replacing the state monopoly with a licensing regime open to commercial operators. Licensed online casino and betting are lawful and actively supervised; offering gambling to Swedish players without a license is an offence the regulator pursues. The land-based casino segment closed in January 2026, which concentrated the regulated market online.
